Services markets at work

The US Army has come under fierce criticism from aid agencies and from their British allies for ‘selling water’ to poor people in Umm Qasr (Iraq). If this report is accurate, the accusation are just the usual ignorance about how services markets work.

Under the deal, the military will provide water free to locals with access to tanker trucks, who then will be allowed to sell the water for a reasonable fee.
