The multilateral trade mess — 5 years later

In August 2008, shortly after the collapse of the WTO Doha Round’s agricultural negotiations in Geneva — which I recognized, then, as the ‘death-rattle’ of the Round — I wrote the attached paper; part of a project sponsored by the Rural Industry Research & Development Corporation to find a better way to negotiate in WTO. It has not been published elsewhere.

Sadly, the problems of misaligned incentives it describes are still true. There is still no prospect that China, Russia and the USA (EU, Japan) will find common ground in substantial multilateral trade negotiations any time soon.
