But it is an indict­ment of the way it works that agri­cul­ture, tex­tiles and cloth­ing — the prod­ucts that offer poor coun­tries most chance of devel­op­ment through export — are those on which the rich coun­tries impose the high­est tar­iffs. Cer­tain reg­u­la­tions and oth­er non-tar­iff bar­ri­ers have the effect of dis­crim­i­nat­ing against poor coun­tries, who can­not afford the required com­pli­ance mea­sures.  If you are not a trade spe­cial­ist, it looks very much like there is some dis­crim­i­na­tion going on. True. And if you are a trade spe­cial­ist you should rec­og­nize it. Point well taken.
