But it is an indictment of the way it works that agriculture, textiles and clothing — the products that offer poor countries most chance of development through export — are those on which the rich countries impose the highest tariffs. Certain regulations and other non-tariff barriers have the effect of discriminating against poor countries, who cannot afford the required compliance measures. If you are not a trade specialist, it looks very much like there is some discrimination going on. True. And if you are a trade specialist you should recognize it. Point well taken.
